The panel folds back on itself, roughly doubling the material at the edge, so the wall resists bending instead of splaying outward. The capacity gain comes from the geometry rather than from heavier board, which keeps the cost sensible.
At the rim, yes. A single wall shows the raw board thickness; a double wall shows a folded edge, which reads as finished. Where the tray is the presentation surface rather than an inner, that edge is doing a lot of the work.
Retail display trays, the base of two-piece boxes, and inners that hold a row of cartons upright inside a shipper. In that last role it also protects the corners of every unit, which is where transit damage concentrates.
