A die-cut aperture sized to the cone diameter holds it at the rim while the cone hangs below, so it cannot tip. The aperture is cut to your cone rather than a standard size - a few millimetres too wide and the cone drops through.
Two and four are the common counts for carry-out. Beyond four the holder gets awkward to carry with one hand, and the outer cones tip as the tray flexes unless the board is heavier than the weight would suggest.
It is specified on food-grade board, since the holder touches the cone directly. Say at the quote stage whether the cones are dipped or coated, because that changes whether a grease-resistant treatment is needed.
