The end flaps overlap completely rather than butting together, so both ends carry a double thickness of board before they are glued. It is the strongest seal-end construction and it resists crushing at the ends, which is where boxes take damage in transit.
When the box ships in bulk, is stacked in storage, or holds something dense enough to press against the ends. For a light product on a shelf a standard seal end is sufficient and uses less material.
No - like any seal end it has to be torn. That is what makes it tamper-evident, but it means the box is a one-time opening. If your customer needs to reclose the pack, a tuck-top structure is the right choice instead.
