The insert has to seat each item at its own depth. A flat partition leaves the shorter bottle rattling below the lid, which is the most common complaint on set packaging. We cut the tray to each component, so everything sits level at the top.
It depends on whether the products are also sold singly. Keeping the individual cartons means one design per product and lets customers store them properly; dropping them makes the kit slimmer and cheaper but the tray then has to protect the containers directly.
A two-piece box with a lift-off lid and a cut tray. It opens as a reveal rather than an unpacking, holds the insert flat, and feels substantial enough to be given as it is - which saves the customer wrapping it.
