Mostly the contents. E-cigarette packaging often has to hold a device plus a charging cable, and sometimes cartridges, which means a tray with a recess per component rather than a single sleeve. A disposable is one object and needs a box cut tight to it.
A shallow tray with a cut recess for each component. A box sized to hold both loosely holds neither well - the cable coils and shifts, and the device slides against it. The tray also makes the pack photograph well, which matters for a product sold largely online.
Heavier than you would use for a disposable. A refillable device is kept, so the box is often kept with it, and 18-24pt holds up to being opened and closed repeatedly where 12-14pt starts to look worn quickly.
